Three questions :

  • Did you buy Balatro very early after the release, before Achievments were added?
  • Have you ever restarted Steam since Achievements were added?
  • When you go to your Library page for Balatro, do you even see the (locked) Achievement tab there, or is there nothing?

If your answers are YES - NO - NO, then you're in the same case as me, and you need to close Steam and re-open it. It will update the Library page, and the achievements will unlock normally.
