In my game I got the Foil tag (Shop has a Foil joker), but when I got to the next shop there were no Jokers there at all. Not sure if it is just the description of the tag that is wrong or if it is not working as intended.

the tag doesn't force spawn jokers, it only applies it if there is a joker in the shop. if not it stays stored until there is a joker in the shop.

Agreed, the same is with the Holographic Tag, "Shop has a ___" is pretty clear that it "should" mean that this is guaranteed to appear, rather than only activating if it has/rerolls a joker
