Seems a bit extreme as well, the first seems like destroying your chances to win in the long run, and the second suggestion makes this like a harder to use Mr. Bones, if not higher percentage, so no good. I think the percentage simply needs to be lowered significantly.
-25% per hand played could be fair, and add the restriction: "can only trigger once per blind".
