#Add framelimiter in-game (with proper G-Sync support)

Please add a framelimiter that can go to at least 240 (and let us set a custom value too!)
So we can hopefully have G-sync working
(cap slightly below your refresh rate, so around 230 for 240hz monitors)

as of now, v-sync will set to max (240, so no g-sync) and v-sync off will go to millions of FPS, using electricity for not much
(or that's how it should behave, having a hard time to hook SpecialK to monitor framerate and frametime sadly)
