you could use a tarot in the pack and a fool afterwards, same thing with temperance for instance, you could use judgement to summon a joker and then use temperance to get money from previously named joker

and there is also the packs that are only for 1 tarot card

It's a little odd to make it so irrelevant tarots don't spawn, but you could lower the chances to, say, a third of the time.
