why is spawning jokers outside the shop a suspect for why its happening

since the game is deterministic and has an order for the jokers judgement/wraith might have a bug that breaks the order, (Im grasping at straws)

i don't know if this could affect it but that negative delayed gratification was the result of a negative skip, and then i found the second one in the same shop after rerolling
