Or, select two Jokers, they're effects are combined into one card. Kinda like when cards are homogenised in inscryption

My internal assumption is that they'd be very rare/powerful jokers. Perhaps the fool would also only clone normal not inverted ones. But the above idea is more a play on negitives.

Is the card that has a 1 in 6 chance to buff a joker called "Wheel of Fortune"? If so, what would "Wheel of Misfortune" do? Plays automatically 1 in 6 chance to cleanse a joker of polychrome etc?

I mean it would be nice if there was a way to still use wheel of fortune when all your jokers are upgraded, you might want to turn a foil into a polychrome or whatever

There's also Minor Arcana that could be touched on to fill out the Tarot Deck.

You could probably get away with moving the "Convert a card to [Suit]" effect set from their Major Arcana to "Page of [Wands/Swords/Cups/Pentacles]" and free up four new slots.

Reverse lovers could be something along the lines of "Strip 2 cards of their suits"? Stripped cards could maybe be like some kinda mix of mult card and bonus cards? +10 chips and +1.5 mult?
