Its not even worth using.
You want exceptional or elite bases, like greater or runic talons, scissor quhabs or suwayyah. And for best results they gotta have skills like phoenix strike, claws of thunder, dragon flight

If you find it and it does not have sockets already? Yes. Larzuk in act 5, his socket quest should give them the max sockets possible, so yes

He gives the max the item can get.
On magic items is 50/50 one or two sockets.
Rare and higher THAT DONT HAVE SOCKETS ALREADY only get one socket
