This change also helped some servers who struggle to kill crom due to gear/numbers wise have a better chance at killing. Some servers still yet have not killed crom once, it gives those that are struggling a chance to get crom gear before server merges.
If you merge servers and they have comp start between them, the server with the most crom gear is likely to win due to how good some of the items are.
Having more gear in circulation can also help reduce prices potentially in servers with high prices, making it more friendly to free-to-play players, also people who aren't able to get gear from clans as much and may want the option to buy
