Severe Performance and Graphical Issues on High-End AMD System (FSR 3 Artifacts, VRAM Leak, Stuttering) – Star Wars Outlaws

Description:
Star Wars Outlaws exhibits multiple critical performance and graphical issues on high-end hardware. Despite a fully capable system, the game struggles to maintain stable performance and visual fidelity.

Issues Observed:

FSR 3 & Frame Generation Artifacts:

Noticeable visual artifacts appear when FSR 3 with frame generation is enabled.

Frame generation introduces stuttering and inconsistent frame pacing.

Native Resolution Performance:

Running at 1080p, High settings (some Medium for shadows, reflections, ray tracing), the game averages ~54 FPS.

Performance is below expectations for the system and inconsistent.

Ray Tracing / Graphics Option Limitations:

Lumen and other ray tracing options cannot be disabled.

Locked features cause FPS drops and reduce overall performance, even when set to Medium.

VRAM Usage & Memory Leak:

After ~2.4 hours of gameplay, VRAM usage increases steadily, suggesting a memory leak.

This results in stuttering and further FPS drops during extended sessions.

Visual Quality Issues:

The image often appears blurry or soft.

No options exist to adjust sharpness or clarity.

FSR 3 combined with frame generation worsens the soft/washed-out appearance.

Steps to Reproduce:

Launch Star Wars Outlaws on the system specified.

Enable FSR 3 with frame generation.

Set graphics settings to High (shadows, reflections, ray tracing on Medium where applicable).

Play for at least 2–3 hours.

Observe VRAM increase, stuttering, FPS drops, and visual artifacts.

Expected Behavior:

Stable FPS in line with high-end hardware capabilities (~100+ FPS at 1080p).

FSR 3 frame generation should improve smoothness without introducing visual artifacts.

Graphics options should be fully adjustable, including Lumen and ray tracing settings.

VRAM usage should remain stable during extended sessions.

Clear and sharp image quality, without blurriness.

What is this all about ?

I have the same card, same GPU and none of these issues. I set all the raytracing to low and it works just fine. Though admittedly a tad better under Linux. I aim for 60 FPS and don't use framegen, just FSR Quality and lowering some settings.
