I've restarted my PC, haven't changed anything. Even the opening vids and menu is at 5 fps.
I'm updated to current version.
Any ideas?

Try either going into the outlaws in documents and changing specifically ["streamer dedicated budget"] = 8192 helped me or turning off the ubisoft overlay

The only other thing i can think of is turn the Nvidia rendering to fixed it helped, i also tend to play games at 1920x1080 on fullscreen and it always gets me more frames and the higher resolutions i feel are for insanely powerful computers
I can run Ultra graphics if i set the resolution to 1920x1080
I got a 4060 and i5 with 32 gigs of ram

well I went to Medium settings, it said my GPU was using 19/12GB. So then I put it on Med, it crashed, restarted, worked well, put it back on High 4k and its running smooth again

Hmm, since I lowered the resolution to the game it runs real smooth for me, if you want i can show you my settings that don't lag if you add me i can just share screens and show you what i've been doing for my past 2 runs through the game
There might be a miniscule setting that changes performance a lot
Ive been able to stream with these settings without dropping frames

Bruh somoehow when alt tabbing, my res changed to 8k. back to 4k and its great
