#Stuck 26 FPS

Anyone know why my game is stuck at 26fps? I have a 4090 and all of my in game settings are correct to where my FPS shouldnt be capped. But its capped at 26 for whatever reason.

Have you checked Nvidia control panel to check there isn't a cap?
