This ruined a conquest game that I had where multiple armies could not move at all. The only way to get them moving again was to use the Forced March Warfare power. However, this only fixed units on land. I could not use this ability on units embarked in the ocean. They were stuck completely.
This seemed to happen after I had a bad event where is restricted movement. I can't remember the name of the event though.
