Skycall does nothing

I have just tested on a lvl 18 Stormcaller against the bugs outside of Port Azure, and turns out that the skill does nothing.

Not only it does not deal damage, but it also does not stun (or cause "Dazzle").

I have tried to cast it by itself (as in, not weaving it / casting it mid spell), mid-spell, indoors and outdoors and the skill does nothing.

Have you tried it on a group of mobs? Round up a handful of skeletons and blast the group with it, should work

I have on a group of 2 bugs and nothing yet, let me try again

(Granted, if it doesn't work Single Target, it would be an unintuitive interaction)
