Hi! As described in the title, I've just 2ASpectra and got Galleon.
How should I rune them? Which set should I use?
Also, is there a place where I can find the optimal sets for the monsters?

Galleon should not be used yet at this stage and held until after whomie is built as part of team upgrade 4
there is no single 'optimal' set for any monster, many monsters are built differently accordingly to the team themselves and that varies greatly depending on content and area where you're using them for

This is what confuses me the most, though.
I've read the guide and it is stated that raw stats are better than set effects.
Is it something I should follow since the start?
Also, why is Galleon not usable since the start if you are able to rune it properly?

yes that's correct, and yes. you are just looking for raw stats that help you meet stats, but that doesn't mean you can't use sets. you can absolutely use swift or blade or whatever on any of your monsters as long as they help you meet ehp spd and CR requirements if any. the extra rest is just added in damage, which you improve over time. but if you can reach those broken then you don't need to force in a set
galleon is just not needed until end of pve because he is mostly a pvp monster and his relevance starts mattering a lot there in those content, this is to not say you shouldn't build him but you just don't need him yet especially when you haven't finished rifts or other content it seems like
