damage is just a "as much as you can" after meeting requirements elsewhere for spd, acc, tankiness, etc
it doesn't mention atk but yes you should try to get some atk
CR is just the most efficient way to add a little bit of damage
and it's better to have high CR and little CD/Atk than the other way around
this is because there's a lot of bonus/free atk and cd already available from things like summoner skills
