I'm a returning player and wanted to start playing on global server (prev Europe) although i was already around lvl 4 on global. I was wandering why I don't have the new user event runes tab in the summoner's way, does the account need to be started past a certain time?

no the account itself isn't new and i was already lvl 4 on global before returning to the game, would that be why it doesn't show up?
