A lot of nexus matches (and I imagine the regular PVPVE mode as well) are with people that probably shouldn't be populating the NA servers. I get if you want to play with friends and stuff, but I don't think that's the mainline issue, that's the exception not the rule. It's obvious people are region hopping for the ping advantage.

Some regions simply don't have their own servers. It will get better over time. In Such a very early access it's not a very big deal.
