Let’s clarify Cultist

I know I might sound crazy for this, but Cultist is this one role that isn’t a killer but acts like Neutral Killer. However, it throws in a lot of confusion even when there are zero killers alive while the Cultist is alive. They can’t kill, but they can only charm players. So I’m thinking it should be treated and counted as a remaining baddie (or even as a remaining Neutral Killer).
