No. It depends on the settings. You can increase the maximum amount of players you can douse in a game before having to vent to burn everyone

what tsaki84 is saying is that the arsonist (aka fire?) probably only doused 1 person and then vented. where they could have doused up to 3 before venting.

Also BTW pesti and pirate numbers were broken
So like if u had 0/3 doused it could have glitched and still said 1/3
