You are able to mark a player and after the next meeting your kill cooldown will be significantly lower but will only be able to kill the player you marked last round.
Normal kill cooldown:

(For example my kill cd is 30 and I marked green, after the next meeting my kill cooldown will be 5 but I will only be able to kill green, if green gets voted out that meeting your kill cooldown will be 30 again and you will have to mark another player. If you marked a player and there hasn't been any meetings after 30 seconds you will be able to kill that player.)
