#Swapper swaps only work one way

After testing, swaps only work one way. The second swap target has to be the one who gets voted for the votes to swap. Voting the first swap target causes no swap.
I do not know how to fix this, so @hollow veldt, you're on this lol.

So Swapper only works if, before the swap, the second target would normally get ejected?
