Pacifist doesn't affect nk's

Currently the Pacifist is able to reset the cooldown of an Overseer, which is annoying since Overseer doesn't have any ability to kill.

Not sure if it's possible to alter this so Overseer is excused from Pacfist happenings

Or any other role with a kill button that actually doesn't kill like medic maybe?
