Disable MadmateSelfVoteModeNotify message in meeting when the current amount of Madmate reached max according to host settings

I think instead of this, we could make it so that the message only appears in the first meeting. I currently have Madmate Self Vote Mode off because it gets in the way of /t onmeeting
