Issue with exporting image in HD quality after getting new updated Adobe express mobile app

Did you try the two versions of the PDF?
Personnaly, while I see a difference in size in the file info, I do not spot a real difference in quality, but it's probably because it's the optimal size to be viewed on your phone anyway (no phone can display 3000 px, you would need a hell of a big screen for that!

When you download images they are downloading within the container that is the page you place them in. Unless you download them from one of the quick actions. So it would help knowing exactly what was your workflow there.

There is only one resolution in Adobe Express unless you export as a PDF for print, and in that case that resolution is 300 dpi. If you export in any oft the othetr file format, then it would be a screen friendly resolution (72 ppi) although in that case, it has no influence whatsoever (resolution doesn't affect neither quality nor image size - in pixel)
