It depends if they are meant for printing or not, in Adobe Express you have two options
Standard, and Print
That said, there are more options to play with with Acrobat which is the software that deals with PDFs in the Adobe suite.
Things you can do include:
- compress images
- include a font subset/ and entire font with the document
- lower the overall resolution
- limit gradients and other complex effects
