Is there a way you can create a shape in Express that measures 7x2 inches? or any specifics? similarly in Illustrator you can type the measurements and create shapes. Is it because of the absence of the rulers and grids function?

Not a quick way. What you could do is create a document 7*2 inches. Create a shape, snap it to the edges.
Then cut the shape and resize the document to the size you need.... and paste it.
A work-around, but it works 🙂
