Don't know how else to explain it.
Happens all the time since the latest releases. I've tried with a brand new profile and the issue still persists.
I also am unable to click on it.

could it have anything to do with mods/ custom themes or did you test without them in the new profile?
I just see the popup within the window next to the URL bar (instead of to the side) and no flickering
