I couldn't find any settings that keeps either the bookmark bar or the window control buttons open at all times.

Open a new blank tab, it should have bookmark bar like this, then u can open context menu chose Bookmarks Toolbar -> Always Show

🤔 It is already on Always Show but still minimizes. If it's on the other two settings it'll still pop in but the bar will be blank instead only showing the window controls.
