It was very disappointing for me when I first went into the "Brigands Headquarter".
It did not needed to be all nice, but that was closer to a temporary bandit camp than the seat of power for the whole region.
Restoring the Castle and maybe even have it under restoration would give an extra excuse to raise taxes for the renovation.
#Brigands Headquarter should be at least partially restored.

I believe it was mentioned that at some point he will have a proper fortress that would require siegeing. But that something in the future
His current base is a placeholder.
They've already said they have plans to add in a full blown castle, it's just not finished yet. Just like 60% of the map's not finished yet.
