#Not All Who Wait quest bugged

Your 'Saved' folder is located here:

How do I get to my 'Saved' folder?
- Open 'Run' through the Windows Start Menu and paste the above link
- Press 'WIN + R' on your keyboard and paste the above link
- Open 'File Explorer' and paste the above link into the address bar
Zipping the folder
- Right click on the folder named 'Saved'
- Select 'Send To' -> 'Compressed (zipped) folder'
This will generate a zip file you can then upload
Uploading the zip file
- Drag and drop your zip file into Discord
OR - Use Discord's 'Upload a File' to upload the zip file
Correct me if I'm wrong, but I think you're trying to get inside the prison from castle normally through doors instead of going to the breech in the walls that is right next to the place where you meet 2 companions? Because you don't really need a key to free the mayor in this scenario

Ok, so now killing the guards from inside and talking to the mayor, he doesn't want to be freed. But, the quest line says, "free the mayor?"
did you unlock the door?
Yes, and went in the cell and tried every dialogue choice.
Tried every one of those.
Silly question, but did you press unlock door or open by any chance?
First unlock, then open.
Then yeah, I guess need save
I tried closing and unlocking and opening again to see if it would toggle. The first thing he says is, "thank god, someone finally opened that door."
Any other specific steps you did? Can't repro, unlocking door interaction progresses the quest for me on your save
and then I open the door and Sebastian goes where he should
I'll try again. I don't think I did anything differently.
