I have Fur Cape production capped at 3. My villagers have crafted 26 and haven't show sings of stopping. They even craft them if I remove Fur Cape from the crafting queue or set the production cap to 0. Screenshots of crafting queue and amount in inventory provided.
Edit: just noticed they are also crafting Azure Cloak, which isn't even in my crafting queue. 7 in storage.
Another edit: Seems like they are crafting ALL cloaks, whether they are in queue or not. I also have Outcasts Cloak in storage, but not in the queue either.

As a bit of further information, I just started a new game and they are producing fur capes somehow when I don't even have a weaver loom built yet. Uploaded a save just in case it could help.

They even craft them if I remove Fur Cape from the crafting queue or set the production cap to 0. - The number of Fur Capes in storage is indeed unusual, but I don’t see your villagers producing any of them. This is the All time statistic on one of the two crafting stations where they could make them. In the other building, they haven’t produced any at all.
Additionally, I don’t see the number of Fur Capes in storage increasing anymore. It may have been a one-time spawn of this item in your NPCs’ inventories after one of the patches.
