Should sell lower level books than 9 at this point in the game. You need lower level books there. Too many places sell level 9.

That would be awesome, especialy if we could buy book from various places,like caravan merchant and it would even better if the book seller have their own building, maybe standing in front of the library in each town

You can actually buy books from the wandering merchants now. They rarely have them, but at much lower prices. I bought a lvl 9 book for 150 gold.

This is still an issue. That vendor is totally useless at level 9 books for this stage of the game.
