Villagers will put the ore and charcoal in to get the process started, but once the ingots are done they just walk around ignoring it. I've isolated a house, barn, and smelter in it's own outpost. Assigned 3 villagers, two with crafting priority 1, and the 3rd is delivery priority 1. One of the villagers will load it up, and then all of them ignore it. There is ore and charcoal being delivered, and ingots are scheduled to be exported. I've tried Top Up, and One Off. Neither change the outcome.
