A cpl friends and I were playing and near the south bridge by Brigand HQ, we noticed Bandits falling off a 40ft cliff into the river then walking on the bottom of the river and eventually getting up to the other side of the river up a 40 ft cliff. Close to that area they were going down to the river and entering the river walking across the bottom and coming up on the other side, no cliffs involved this time. I guess if ur AI u can do anything. haha

Yes the NPCs can walk underwater.
