Is there any mod or any problem that could harm the respawn of the bandit camps and the headquarters?

I want to know if you take the flag from the headquarters, the npc and the boss will appear again

I have cleared it about 6x now... seems it will respawn until the questline is complete.... I now use it for great gold farm and iron nails etc. It will respawn every time a Brigand group leaves from there to come retake a village. A bunch of my main fighters now have the Ashbourne Sword.

Taking the flag doesn't stop the respawn so far. I took all chests and flag.
