I cleared the brigands HQ before liberating my last two towns of Blackridgepool and Crasmere. Once I cleared out both towns and built the belltowers, nothing happened. The town is still in the Rebelling status and no reclamation party was sent. I figured the town would instantly go to Liberated since I cleared the HQ.
