Why is my worker assigned priority 1, just standing in the hunting camp with bow drawn and arrow knocked and doing nothing but meditating

same problem here.
and there is an image from an npc, but no NPC in the camp.
if i send one in he is standing there and meditating. Interessting ist, that the npc didnt´t put the arrows bag in the hunting camp. Here is an screenshot from the camp:
