The first part of the quest is to go and find 2 villagers who are missing. This is marked on the map and leads to 2 ordinary looking NPCs. Once you get near them (neither of them can be spoken to), that part of the quest completes but doesnt give you a follow up objective. If you track the quest it just says the titles of the quest and no objective under it.

I'm having this same exact issue, the quest is now stuck in my quest log and i cannot complete or do anything with the quest.
