Building can't finish building - consumes resources if attempted to be built

Trying to build the Toolmaker, after saving and loading I came back and the toolmaker (which I believe had all of its resources provided) states it needs more wooden planks. Trying to build it with wooden planks consumes the wooden planks in my inventory but does not progress the building stage. Villagers do not build the building either.

Deleting the building does not return my materials...

I believe the fact that it doesn't provide any materials when deleted may be part of the issue - maybe it doesn't think there are any resources and so does not consume them?
