I recently got the legendary fishing rod from a bandit before i started this quest, I pulled the rod out at the time it was required and it didnt let me give it to the fisher and had me travel to a spot to find the rod. i went to the spot, and the quest updated but it has nothing reuired to do. It Just says Golden Scales: Part 2. The rest is blank. The fisherman also doesnt have a quest chat dialogue now.

I experienced another bug on this quest (i believe it was this one). Before I could talk to the guy on the spot where the legendary fishing rod is I killed him. Didnt know he wanted to fight the first time and he killed me. I reloaded and killed him before we talked and now I cant continue on the questline.
Maybe not a bug but seems odd that nothing more happens. The fisher just seems to had forgotten we did this questline. And the guy didnt give another hint of were to go anyways or anything major important (unless I missed something in the dialog), so I cant see why you cant continue the questline.

For me, the quest also stops at this point: I took the parts of the fishing rod from a bandit, all quest levels are ticked off but no quest marker appears on the map and the fisherman has no dialogue option.

I have the exact same issue as OP.

same issue, apparently some people have observed the man with the treasure rod being killed by bandits, therefore the treasure rod doesn't drop for them. That would make sense for me since the map marker originally led me near a bandit camp, then it marked the objective complete even though I didn't gain anything.

I have the same problem. I Killed the guy before talking to him. I got the quest item, the quest shows all sections complete, but when I click track, only the title of the quest is shown.

I cannot to do this quest. If I will kill that man and will take the rod this quest will be failed. I checked it. Therefore I took a rod from his chest, then quest says: "talk with him". But I cannot talk with him because he is red and attacking me. How to fix it?
