If the notes being forced are notes that were part of a previous chord, that is standard behaviour in midi

yes that is standard midi behaviour

its that way because thats how HMX GH and RB parse the notes, so the behaviour has to match otherwise those charts would be incorrect

I'm not sure if forcing it in moonscraper will force it as hopo or it will export it as a forced strum

because midi again is different in that there are 2 force flags, one which forces the note to hopo and one which forces the note to strum

you might have to make changes in REAPER to get the correct note type by applying the correct forcing
