So, after reading a bit more, I guess what I'm asking is, can I use the viam app website offline, by running my own copy?

Hi - the short answer is that you do not need the Viam cloud app to control your robots. viam-server runs on your robots and you can control them using Viam SDKs in the programming languages of your choice without using the Viam cloud app.
You'd use the Viam cloud app (which you cannot run locally) if you wanted additional cloud based features like cloud storage, ML training, cloud logging, fleet management across robots in multiple locations, etc.
