Every streaming service's TOS will have some clause prohibiting from scraping or reverse engineering their sites and/or APIs, as well as prohibiting the unauthorised streaming of content on third party platforms (or in general). This is to protect their business as well as uphold legal agreements with the artists featured on their platform.
YouTube are the only ones who have sent out cease-and-desist notices as of current. Realistically it's probably only a matter of "when" with the other sources, but as YouTube are the only ones who have taken notice, Discord are effectively in hot water because of it, so if you're caught streaming from YouTube they will probably unverify you (if verified, or just not verify you at all otherwise), which is why a lot of bots take to masking YouTube playback, or not supporting YouTube at all.
Masking playback is a cat and mouse game as well, and it's probably only a matter of time before YouTube finds you, and it is case of when, not if, because they have the tools to.
That's the long version of it anyway.
TL;DR No other streaming service has taken apparent notice of music bots yet so Discord are basically turning a blind eye to them. YouTube are very obviously legally active so Discord can't turn a blind eye to them.

there are still many music bots out there and I hear of people still being verified with them
