So my friend sh a lot. She even hsowed me. Cuts baaically cover her whole lower and upper leg. Im very concerned. Id tell her parents but they arent.. The best. Last time they found out they basically just punished her by making her sleep in their room for like a few days. No other discussion that i know of. Plus ive seen how bad of parents that are too (shes considered calling cps but is scared to).
What to do? Should i maybe tell a teacher instead of her parents?

Contact a teacher. If her school is good she should be able to get a counsellor through them which can help her talk through her feelings and why she sh. Furthermore, she could talk to the school and counsellor about her parents and receive help from them. However, if she is seen as a danger to herself or others they school may contact her parents so I'd be wary of that
If she cannot receive help in school she should also be aware that many resources are available anonymous online for mental health. You can search some up on google and look at the different ones available in your country to see whatever works best for her. Some are text based and some let you call counsellors
