Personally, if he isn't going to be active it isn't worth it. Your most likely going to be the one putting in the effort if he doesn't become more active. I'd say go for it but it may not last especially if he's gonna barely talk to you due to inactivity.

Obviously when / if you go back to school that's a different story, I'd probably try when you can see him inrl more often.
