They cycle through, there's no way to force a change once the reward is set. So instances are your best bet beyond that
You could check and see if you have a Warfront scenario up, I know Darkshore just swapped to Alliance on the attack

You have to have all the meta achievements done. Meta achievements don't pass from character to character. Hard to explain this, but sub achieves do not carry over, just the completed achievement.

I have a slow connection myself. The client is only really able to handle game launching and updating then (its most important function). Still, it's better than most. Only Steam and GOG Galaxy are great (especially the former).
