We know Sylvanas never used her mind controll skills she had in WC3
even in the Oger questline in WoW, where the Oger is mind controlled by Sylvanas, but not through her mind controll spell. One of Sylvanas Banshees was still possesing the Oger (that one from WC3) and when the ogger got his will back, the Banshee died
There is also the possibility that blizzard could retcon it in future patches that those forsaken were mind controlled, together with all the nelfs from BfA. If they want to go that route ofc.

Necromancy is all about mind control. Its purpose is to make slaves out of corpses, and to enslave powerful spirits. It differs from demonology or shamanistic summoning of elementals, where a caster bind demons/elementals to his/her will or outright make pacts with them.
The entire point of even having a Lich King is to maintain mind control over the Scourge.
