Nah it's in-between 2 quests. The first one sends you to seek the help of a night elf in Stormwind, and then in the second quest you "explain what happened in Stormwind" and she's half-pissed. Something happened between the two quests, probably an in-game event.

If they re-use and modify even if only 1 animation, that's already "less" work than a core race. Which they do. And that's not even taking into account the fact that they have way less customization options.
KT, Zandalari, and Vulpera (if they are an allied race - even if one might want to punch them) are a better template for allied races than, say, Highmountain tauren or Mag'har. It's perfectly okay to reuse rigs, animations, and so on, as long as the end result looks more unique and different. Recoloring an orc's skin or changing a tauren's horns, that should be customization options.

But anyway...Highmountain are NOT those from Mulgore.
Just as the Kul'tirans are humans from Kul'tiras, not Stormwind like the playable ones.
Highmountain makes no sense as a customization option, while Lightforged could have been introduced in such a way that the army of the light joins the alliance and starts lightforging new Draenei from the Exodar, make it a quest.

In short :
- The original concept for the Dragon Isles had them as a max-level zone. Alexstrasza was involved, not sure how.
- It also had temples to the Old Gods on it. How this related to dragons is up in the air, and for all we know it wasn't (or something changed).
- Eventually they were scrapped because they had more than enough zones, same reason Emerald Dream and Hyjal were scrapped (in addition to other reasons). Also the temples were too big and a huge endeavor, wasn't worth it.
- They were then benched for.. about 15 years, until BFA made a reference to it ! Now all we know is that "Few have heard [about them], and fewer have been there", that there may be a link with the Black dragonflight, and that Wrathion is looking for them.

Emerald Dream was always tricky. They tried it at first, but it was put aside, unneeded. Then they tried it again, they didn't like it, they scrapped it. At that point they knew they couldn't pull off the Dream as an expansion, or even a zone - if we were to get the Dream, it'd be as an instance, a raid, something like that (Metzen stated exactly so). And in the end, it's what we got.

@zealous basalt The Nzoth quests and Xal quests are the same, the end of part one of them has Xal tricking you, and using you to get free. Nzoth then tentacles your mind and bestows his gift upon you, granting you this at all times, overriding your helmet mog.
