It's easy. On paper, the Alliance would win, everytime, they could wipe out the entire Horde anytime, and they could have dismantled and enslaved them anytime. Hell Anduin was against doing that in MoP, but they could have if they had wanted to.
In reality, because of the game and it's dual faction aspects, the Horde has to be presented as an equal to the Alliance. It's pretty much always Alliance = Horde. And no faction will ever wipe out the other.
